The Institut de la statistique du Québec attaches the highest importance to protecting the confidentiality of the information provided by clients, website users, and survey respondents.
The Institut is bound under its incorporating legislation, the Act respecting the Institut de la statistique du Québec (CQLR, chapter I-13.011), to guarantee the confidentiality of the information it collects. The Act stipulates that all Institut employees, regardless of their employment status, as well as all persons whose services have been retained to carry out a mandate, shall not disclose any information obtained under the Act if disclosure would allow information to be associated with a specific person, enterprise, organization or association.
As a Québec government agency, the Institut is also required to comply with the Act respecting Access to documents held by public bodies and the Protection of personal information (CQLR, chapter A-2.1) as regards the protection of personal information. Under this Act, Québec government departments and agencies are required to preserve the confidentiality of information concerning any specific person that would make it possible to identify that person.
To encourage its employees to adhere to this duty of confidentiality, the Institut has chosen the following as one of its management values: the confidentiality of the information held by the Institut constitutes a fundamental value. The Institut also publicly undertakes in its Declaration of Services to the Public to ensure the confidentiality and security of the information it holds.
