Québec, June 4, 2014 – In 2012, Québec municipalities spent $843.1 million on culture, $214.3 million more than in 2008. This represents an average annual growth of 7.6%. Between 2008 and 2012, growth in cultural spending of municipalities was greater than that of their total operating expenditure. This was revealed in a study published today by the Observatoire de la culture et des communications du Québec (OCCQ) of the Institut de la statistique du Québec.
Overall, municipalities devoted 4.8% of their operating expenditure to culture. Municipalities with populations between 25,000 and 99,999 inhabitants are those who contributed the largest percentage of their expenses to culture (5.9%).
Cultural expenditure per capita stood at $80.31 in Québec municipalities. It reached $129.17 in the case of Montréal and Québec combined.
Municipal contribution to support artists and cultural workers
In 2012, Québec municipalities spent $50.1 million in artists’ fees and professional fees, and $98.0 million in grants for cultural organizations in their community. These two categories combined represented the second highest expenditure item (23.1% of expenditure), the first being salaries and non-wage benefits, which accounted for 45.1% of cultural expenses.
Municipalities of 100,000 to 199,999 inhabitants are those who spent the largest share of their expenditure on artists’ fees and professional fees, and grants—39.6% for these two categories combined.
