The composite indexes are valuable measuring tools for public decision-makers, as they allow them to synthetically compare and evaluate performance by municipal region. To meet the needs of the Ministère des Affaires municipales et de l’Occupation du territoire, which is interested in acquiring a new tool for regularly assessing economic vitality, the Institut de la statistique du Québec (ISQ) was given the mandate to develop a composite index applicable to every municipal division and RCM.
This report describes the process for creating an economic vitality index. The challenge was to make the economic vitality concept viable, that is, to render it in dimensions, then in indicators, based on data availability for a geographic scale as detailed as for the municipal level. The ISQ used the OECD’s Handbook on Constructing Composite Indicators to build the index.
