Cadre conceptuel du tableau de bord des indicateurs d’accès à Internet et de son utilisation dans les ménages et les entreprises

Information and communication technologies (ITC) play an increasing role in our society. As was the case with electricity at the turn of the century, Internet is now considered by some as an essential service for households and businesses. Measuring Internet access has therefore become extremely relevant. In 2012, the Institut developed two surveys that will draw a statistical portrait of Internet access and use in households and businesses.

The purpose of this conceptual framework is to monitor Internet access and use in households and businesses. It provides a list of indicators derived, for the most part, from Institut surveys. Each indicator is presented with all the information necessary to understand it, including a description and precautions to take. A review of experiences and measures of ITC access and use in Québec, Canada and around the world completes the conceptual framework.
