This report is on Québec government employee compensation trends during the 1990s. On the one hand, it meets the general objective of the Institut which is to disseminate objective data on various facets of Québec society. On the other hand, compensation in the Québec government being the basis of the annual comparison by the Institut, the data on the trends complete the information put at the disposal of the unions or management in that sector. This study is a continuation of the document published at the beginning of the 1990s on the changes in the purchasing power of Québec government employees during the 1980s.
The study features, for all Québec government employees and each job category, the evolution of salaries, of the overall cost of compensation, and of its other components between 1990-1991 and 1999-2000. Moreover, the evolution of the average work income of all Québec employees is given in order to compare it with that of Québec government employees. The publication also presents a summary portrait of the economic environment and the labour market, and the main stakes of the negotiation of collective agreements in the Québec government during the 1990s.
This report provides both the general public and unions, employers and other labour market stakeholders with data giving a view of compensation trends in the Québec government.
